CNN —The State Department is divided over whether Israel is using American-provided weapons in accordance with international law ahead of a fast-approaching deadline next week for Secretary of State Antony Blinken to make a determination to Congress. Human rights groups have accused Israel of committing war crimes and abuses during the war in Gaza. The State Department official Sunday did not give further details about which parts of the department are in favor of accepting Israel’s assurances, which are in favor of rejecting them, and which took no position. “We don’t comment on leaked documents, especially those purporting to contain classified information,” State Department spokesperson Matthew Miller said in a statement. While the report does not represent the US government’s own conclusions, Blinken said last week that the State Department was looking at the incidents.

Secretary of State Antony J. Blinken will travel to Riyadh, Saudi Arabia, on Sunday to speak with top Arab officials and try to figure out possible solutions for the thorniest issues of the Israel-Gaza war, including humanitarian aid, reconstruction and hostages, the State Department said on Saturday. He added that Mr. Blinken would underscore his belief that it is Hamas that stands in the way of a cease-fire for the Palestinian people, since the group is not budging on the hostage negotiations. Saudi Arabia is hosting a three-day meeting of the World Economic Forum, and top Arab officials, including Mr. Blinken’s diplomatic counterparts, are attending. They include senior ministers from Qatar and Egypt, which have been the two Arab mediators in multiple rounds of talks over a potential hostage agreement between Israel and Hamas. The forum’s website says Mr. Blinken will be in a half-hour public “conversation” starting at 12:45 p.m. on Monday, the final day of the conference.

CNN —Iraq has passed a new law that penalizes same-sex relations with up to 15 years in prison, a move condemned by rights advocates as the latest attack on the country’s LGBTQ community. Samar called on the US and other countries to put diplomatic pressure on the Iraqi government to revoke the law. He warned that international business coalitions have already signaled that such discriminatory practices could negatively impact Iraq’s economic growth. “Respect for human rights and political and economic inclusion is essential for Iraq’s security, stability, and prosperity. This legislation is inconsistent with these values and undermines the government’s political and economic reform efforts,” Miller said on Saturday.

CNN —Secretary of State Antony Blinken will travel to Saudi Arabia next week to meet with regional partners as talks between Israel and Hamas remain deadlocked, the State Department announced Saturday. Hamas said Saturday it had received a response from Israel over its position on the ceasefire talks. “The movement will study this proposal, and upon completion of its study, it will submit its response,” it said in a statement. Blinken’s trip, set for Monday and Tuesday, comes after he met with Saudi Arabian Crown Prince Mohammed bin Salman last month in Jeddah to discuss efforts to release the hostages held by Hamas. In front of television cameras and a gaggle of journalists, former President Donald Trump wished his wife, Melania Trump, a very happy birthday Friday morning, moments before he entered the courtroom for his criminal hush-money trial. "I want to start by wishing my wife Melania a very happy birthday," he told reporters in the downtown Manhattan courthouse hallway. Trump is spending the day in Manhattan's criminal court, where he's on trial for charges alleging that he falsified business documents to disguise payments to porn star Stormy Daniels. Mr. Trump has not held a rally since just before the trial began, in part because a planned event in North Carolina last weekend was canceled because of weather. “I have a lot of support here,” Mr. Trump said, as roughly two dozen workers clambered up scaffolding and equipment to catch a glimpse of him. Among those in the crowd were members of the Teamsters union, whose endorsement Mr. Trump has been courting. The trip to the construction site kicks off what will be a significant day in Mr. Trump’s legal battles. Mr. Trump has said without citing evidence that the charges are part of an “election interference” scheme orchestrated by Mr. Biden.

With opulent graves but no written records, the empire and its people have remained largely in the shadows of history until recently. But a landmark April 2022 study involving ancient DNA taken from the graves of the Avar elite shed light on the empire’s far-flung origins. A tiny sample is drilled from a bone at the ancient DNA laboratory at the Max Planck Institute for Evolutionary Anthropology in Leipzig, Germany. In the case of men, researchers found two partners in 10 cases, three partners in four cases and four partners in one case. “Polygamy (having multiple marriage partners), serial monogamous marriages and extramarital relations are all possible explanations,” she said.

It's an urgent question — what do we do with the 40 million tons of plastic waste we produce annually? One year of plastic waste is roughly enough to smother the entirety of Manhattan a meter deep, and it has to go somewhere. For decades, America sent its plastic waste to countries like China and Indonesia. Unlike aluminum or glass, the plastic that can be recycled rarely results in replacing one recycled water bottle with another. By downcycling a tiny portion of plastic waste, companies can genuinely reuse a relatively small share of plastic, while convincing consumers that the industry has created a circular economy of infinitely recycled plastic.

The outbreak of H5N1 avian influenza among U.S. dairy cows, first reported on March 25, has now spread to at least 33 herds in eight states. Federal authorities say the milk supply is safe, but this latest development raises troubling questions about how widespread the outbreak really is. Rick Bright, an expert on the H5N1 virus who served on President Biden’s coronavirus advisory board, told me this is the crucial moment. That’s when I told him what I’d heard from Sid Miller, the Texas commissioner for agriculture. The commissioner speculated that back then, as much as 40 percent of the herds in the Texas panhandle may have been infected.

The mother contacted the American Kennel Club, the organization that oversees most dog shows in the country. The AKC helps local kennel clubs enforce rules about conduct and animal treatment. The bulk of the organization's income comes from the dog-show community, in the form of event and registration fees paid by local kennel clubs and breeders. The debate is taking place as kennel clubs try to entice younger children to show dogs. Many dog shows include competitions for junior handlers, including a "Pee Wee" division for kids under the age of 10.

The United Nations had commissioned an independent review of the agency in January, before Israel circulated its claims, but those charges gave added significance to the inquiry, whose findings were released on Monday. The report issued a series of recommendations for the agency to protect its neutrality, but said that “Israel has yet to provide supporting evidence” for its accusation that a significant number of agency employees are members of terrorist organizations. The United Nations has fired 10 of the 12 employees accused by Israel. Ireland, which has strongly condemned Israel’s campaign in Gaza, increased aid to UNRWA as other countries were cutting it, he noted. UNRWA has argued that Israel has targeted it with a “deliberate and concerted campaign” to undermine its operations when its services are most needed.

Homeowners in the floodplain are choosing to voluntarily sell their doomed properties to the government. Since 1989, FEMA has helped fund around 45 to 50,000 home buyouts. FEMA is estimated to have spent somewhere around $4 billion on the project so far but that's just a fraction of the total amount spend on buyouts, since there are programs outside of FEMA.
